Date: October 16th & October 17th, 2017
Shri S P Thakur IAS, Additional Chief Secretary cum KBK Administrator (ACS cum KBK Administrator) recently visited the SMI fields in Komana Block in Nuapada District. Farmers informed ACS cum KBK Administrator that they were trained on SMI process by Jacob Nellithanam. Post training, handholding support was provided by Mr Sibaprasad Sahu (Ahinsa Club) and Mr Biswa Sankar (WASSAN). They are expecting around 8-10 Quintals from SMI. No pesticides and chemicals were used in the process. (ACS cum KBK Administrator) was very impressed to see the bountiful yields using local varieties and supported setting up decentralised processing units in Komana Block. Given that Nuapada suffers from recurring drought, millet cultivation should be seen as drought proofing strategy. He informed farmers that Government of Odisha is taking Millet Mission initiative very seriously. The government will provide necessary support to millet farmers in the Nuapada District.
Followed by the visit, as per the schedule, a review and inter-departmental convergence meeting were held under chairmanship of KBK Administrator cum ACS and Ms Poma Tudu IAS, Collector & District Magistrate Nuapada. The progress of Millet Mission was reviewed. Mr Dinesh Balam, State Coordinator, WASSAN presented the need and strategy for inclusion of millets in SNPs. A brainstorming session was conducted on the various constraints and possible ways in which millets can be included in the SNPs such as ICDS, ST Welfare Hostels, etc.
Based on the discussion, following decisions were taken by Collector & District Magistrate:
- Millet menus will be introduced in select Anganwadis in pilot basis and will be scaled up over a period of years slowly.
- Millet Recipes will be included in the ST-SC Welfare hostels on pilot basis
- Millet Biscuit making unit will be set up in the district to supply millet snacks to students in ST0SC Welfare hostels.
- Millet Producer groups will be formed and will be supported by District Administration to ensure distress selling of millets does not take place.
- Millet processing units will be established in the blocks to reduce the drudgery involved in drudgery.
Collector & District Magistrate gave instructions to relevant departments that pilot should be completed before the end of December so that scale up proposal can be placed on State Government and requisite funds can be mobilised for the next year.
Programme Secretariat (WASSAN) has been instructed by the KBK Administrator cum ACS and Collector & District Magistrate to come with a roadmap for the above initiatives in a fortnight.
Ms Poma Tudu , Collector & District Magistrate concluded the session by re-iterating that district administration will provide all necessary support for Millet Mission.
